William C. Miller was born in Newark to George and Louisa Miller. He was active in the military, serving in the Spanish-American War and later as a Captain in the Ohio National Guard. He was VP of Lincoln Bank & Trust and a director of Licking Light and Power. He joined with Frank Owens to open a furniture business in the Scott Building and later as Powers and Miller opened a department store first in the Union Building before moving to the Hull Building.
